How do I make animated GIFs?

I want to make animated GIFs with scenes from a TV show that I downloaded on to my computer they are on Itunes and I downloaded some on Quicktime to. I want to know what program I need to rip the video and does it cost a lot. Im going to be using them for a forum I go on and I want to make them 100x100 I have photoshop CS2 and Image ready I know I can make GIFs with that but I dont know how to rip the videos does anyone know how to do that.
