Should i tell her?

i live in egypt, and dating is not an option here at all, so please keep that in mind here. i've had a crush on this girl for a long time (3 years, and yes, i know thats a lot). every time i tried to talk to her, she seems to get really shy and never meets my eye, and answers in monosyllabyls, but there are still times when i get the impression that she likes me, but its just intuitive, so i might be imagining things. she almost definetely knows i like her. should i tell her how i feel? we're both 16 and seniors by the way
