How can i make my pictures with effects and all that?

ok so i want to kno what programs or website ppl use to make their pix look cool[[ adding stickers,texts,changin color, .gif's and puttin everything black and white and then only one part in color]] and i kno alot of computer things...and i dnt want to ask ma friends because then they'll laugh at me....so if u could please help me out.....10 points for the best website or program
